Vladimir Borisovich KozlovskiyStrategic Advisor to the General Director, Doctor of Engineering, Chairman of the Board of Directors of PANH Helicopters.

Born on November 23, 1949 in the village of Losevo, Kavkazsky District, Krasnodar Region. Graduated from the S. Ordzhonikidze Moscow Aviation Institute (1972). He began his career in the town of Miass, Chelyabinsk Region, as Engineer at the Mechanical Engineering Design Bureau (1972-1974). Then he worked as Junior Researcher at The All-Union Research Institute of Agricultural and Special-Purpose Civil Aviation Operations (1974); in the Second Krasnodar United Flight Division as Co-Pilot of AN-2 airplane (1974-1976); as PIC of AN-2 airplane (1976-1977), as Squadron Chief Pilot (1977-1978), as Flight Division Chief Pilot (1978-1983), as Chief of the Flight Test Center of the Krasnodar branch of the State Research Institute of Civil Aviation (1983-1984), as Test Pilot with the duties of Flight Division Chief Pilot of the Krasnodar branch of the State Research Institute of CA (1984-1987). Since 1987 was Head of Krasnodar Branch of State Research Institute of Civil Aviation. From 1990 to June 2010 he worked as General Director of Research and Production Association for Civil Aviation Operations in the National Economy (established on the basis of the All-Russian Research Institute for Civil Aviation Operations in the National Economy), later reorganized into Joint Stock Research and Production Company PANH (PANH Helicopters).

Professional qualification: 1st class Civil Aviation Pilot (Commercial Pilot) (1982), 1st class Test Pilot (1993); Honored Worker of the Transport Industry of the Russian Federation (2000); Candidate of Sciences in Engineering (1983); Doctor of Engineering (2004).

He was elected a full member of the International Academy of Management and the International Academy of Security, Defense and Law Enforcement, with awarding the titles of academician and professor (2003), academician of the International Academy of Transport.

In 2007 he won the Fourth Open National Competition “Civil Aviation Top Manager of the Year” under the International Association of the Top Managers of Aviation Enterprises.

He was awarded with lapel badges as follows: medal — “Excellent Worker of Aeroflot” (1990), “Honored Worker of Transport of Russia” (1994), medal “For Exceptional Contribution to the Development of Kuban” 3rd degree (1999), Order of Peter the Great 1st degree (2008), medal “For Exceptional Contribution to the Development of Kuban” 2nd degree (2014), medal “For Exceptional Contribution to the Development of Kuban” 1st degree (2019), medal of the Ministry of Transport of the Russian Federation “100 Years of the Civil Aviation of Russia” (2023).
